City Manager's Office

The City of Astoria operates under the Council-Manager form of government.  The City Manager is the administrative head of the city government, and is appointed by the Mayor and City Council. The City Manager's staff includes Brett Estes, City Manager, and Jennifer Benoit, Executive Assistant.  The office is open 8:00 a.m. to 5:00 p.m., Monday through Friday;  it is closed from 1:00 p.m. to 2:00 p.m.

The City Manager’s Office also coordinates all Human Resources services and programs to assist City Departments in recruiting and maintaining a qualified and diverse workforce, and providing employment related services to the City’s employees and to job applicants.
