HOMESTAY LODGING COMPLIANCE DEADLINE JUNE 30, 2019

ASTORIA, OR – Homestay lodging permit applications are due by June 30, 2019. Astoria residents currently operating homestay lodging in their home must apply for a homestay lodging permit through the City of Astoria Community Development Department in order to be compliant with City Code.

Business licenses alone do not complete the homestay lodging permit requirements.

Homeowners with an existing business license and transient lodging tax collection for their homestay lodging must also submit a permit application. Beginning July 1, 2019 operating a homestay lodging rental without a permit or providing false information in an application will result in a fine of $1000 per-day while operating under noncompliance.   

The Homestay Lodging Link on the City website contains the homestay lodging permit application packet with a step-by-step guide to understand the requirements to start your own homestay facility and to remain compliant with the City. The FAQ section will provide additional information and definitions.

Earlier this year the City launched the permit application process and began contacting current homeowners with advertised homestay lodging rentals. The homestay lodging permit process ensures that facilities are appropriately located; meet zoning requirements; adhere to safety regulations and don’t reduce the number of potential long-term housing units. Vacation (whole house) rentals have previously only been permitted in commercial zones, where hotels and motels are currently located.

The popularity of homestay lodging booked on platforms, including but not limited to, AirBnB and VRBO has opened up the need to create guidelines and enforcement for such short-term rentals that will not take away long term rental opportunities. Homeowners have also been looking to the City for clarity regarding opening their homes as short-term rentals on these advertising sites.

City staff offer homestay lodging “office hours” on Tuesdays, Wednesdays and Thursdays from 1:00 PM to 4:00 PM to submit applications or for help answering questions and filling out forms.
